The South Asia Co-operative Environment Programme (SACEP) successfully concluded the Second Articles of Association (AoA) Review Workshop on 04-05th September 2025, with active participation from all seven Member States. The workshop marks a significant milestone in SACEP’s ongoing efforts to strengthen its institutional framework, enhance accountability, and foster regional collaboration.
Following the mandate of the 16th Governing Council Meeting held in June 2024 in Bhutan, SACEP embarked on a comprehensive review of its AoA to ensure that the organization remains agile and responsive to the region’s evolving environmental challenges. This review process is being undertaken in parallel with a capacity assessment under the World Bank–supported PLEASE Project, aligning SACEP’s governance structure with its strategic priorities.
The first AoA Review Workshop was held in April 2025 in Thimphu, Bhutan, where Member States identified key areas for revision, provided inputs on proposed amendments, and reached consensus on several critical provisions. Building on this momentum, the Bangkok workshop focused on reviewing and validating the revised draft AoA, resolving outstanding issues, and ensuring that the revised document reflects the shared vision and aspirations of the region.
